Play has been postponed for the day on all three courses at the Dunhill Links Championship in Scotland.
St Andrews, Carnoustie and Kingsbarns were all deemed unplayable! because of high winds, with gusts forecast to reach around 70mph later on Saturday.
Organisers have now cancelled the day's play at the celebrity pro-am event, with Saturday's third-round tee times transferred to Sunday.
The final round will now take place at St Andrews on Monday.
The Met Office has issued a warning of "severe or extreme weather" for Saturday affecting an area stretching from Tayside to Cumbria and Northumberland.
And three Scottish Football League matches - at Arbroath, Montrose and Peterhead - were postponed before their 1500 BST kick-offs.
The golf event has 168-teams, with the cut coming after 54 holes. The leading 60 professionals and top 20 teams go through to the closing round.
McIlroy and Ramsay were due to play Kingsbarns while Hoey's third round was to be at St Andrews.
McIlroy, 20, playing with his father Gerry, was due to be first off on Saturday but after an initial 30-minute delay, play was eventually called off.
"You can't argue with the decision," he said. "I think everyone can see that, especially here at Kingsbarns.
"I'm just looking at the ninth hole just now and with the way that wind is blowing you wouldn't be able to get your ball near that green in three shots, never mind trying to putt on it.
"I think the forecast for the next two days is pretty good, so if we have to wait till Monday to finish then we have to wait."

And tournament director David Garland added: "The forec! ast that we have from every source is for the winds to strengthen during the day.
"We are very confident that although it will be very breezy tomorrow and Monday we should be able to finish on time on Monday afternoon.
"At St Andrews the exposed holes such as six, seven, 11 and 12 had problems. At Kingsbarns the exposed greens were the fourth and ninth, while at Carnoustie the fifth green was unplayable.
"The balls were moving on all the putting surfaces we were watching.
"Theoretically we could have the tournament over three rounds, but we took the decision that this is such a prestigious tournament that we wanted to go into Monday."
